Cannot deleted ressource assigned in projet and delete project with 0 hours - by: chris@mccool.fr

My project contains no activity no time allocation
I can not delete it
And I can not delete the assigned resources even as an administrator

What protection is blocking this?
We must remove the resources from the project and possibly remove it
